Following the Presidential decree of 9 September 2015, an Inter-Ministerial Committee was set up to elaborate strategies and programs related to the prevention and fight against human trafficking in Algeria. It is composed of the following ministries: National Defense, Interior, Justice, Religious Affairs and Wakfs, National Solidarity, Post Telecommunications Technology and Digital, Labor Employment and Social Security; as well as National Consultative Commission for the Promotion and Protection of Human Rights.

Educational Services
Several non-governmental organizations, international organizations and community based organizations provide wide ranging educational activities from sports and arts activities to cooking courses. Types of these educational courses vary from weekend workshops to longer courses, or formation of sports teams. Third Countries
Refugee Status Determination
Refugee resettlement to third countries and family reunification for refugees from Sudan, Somalia, Eritrea, Ethiopia, Iraq, and other countries. This includes the provision of medical screening, counselling and information, cultural orientation, documentation and logistical support. These activities are fully-funded by countries of resettlement.


USRAP
Refugee Status Determination
IOM Egypt has a cooperative agreement with the U.S. Department of State’s Bureau for Populations, Refugees, and Migration (BPRM) to facilitate resettlement process for eligible refugee cases in Egypt. IOM is the designated Resettlement Support Centre (RSC) for the US Refugee Admissions Program (USRAP). Resettlement Support Center (RSC) is providing this service to refugees from different nationalities (Sudan, Somalia, Eritrea, Ethiopia, Iraq, and others) after receiving their referrals from UNHCR.

Resettlement remains one of the durable solutions UNHCR hopes to achieve for suitable cases. It is important to note that resettlement is not a right, but a process undertaken when specific admission criteria are met. UNHCR in Algeria provides counselling to selected refugees, draft Resettlement Referral Form and follow-up the submission to third countries.

The health sector in Algeria is developed with a clear focus on free and universal access to primary health care to its population. Migrants, asylum seekers and refugees have access to free primary health care services. Several non-governmental and international organizations also cater for basic medical needs of migrants, asylum seekers and refugees, and, when/if need be, refer them to public and/or private hospitals and clinics.

Living Assistance
Finding a work, or a source of income, is an essential factor in order to have a sustainable life. The Egyptian government has signed bilateral agreements with certain countries and therefore some nationalities can access the Egyptian labour market without pre-entry conditions, or are granted immediate work permits. If interested in business start-ups, foreigners, including refugees, are allowed to establish or acquire Egyptian companies under certain legal framework. Family Tracing

IOM in Algeria carries out family tracing and assessments in the origin country or in the country of residence of the family, to provide a set of information to support suitable integration perspectives and needs of migrants. In emergency situations, the Algerian Red Crescent contribute to relief effort by providing first aid and distributing emergency relief including temporary housing. UNHCR provides a monthly food basket and specific domestic items to urban refugees. The most vulnerable refugees are provided with shelter, and those who are less at risk receive cash assistance to pay their rent

Specialized Services
In Algeria, various non-governmental organizations are helping persons with specific needs through orientation to medical clinics, providing some medicines, improving mental health, awareness campaigns fighting discrimination against disability...etc. Handicap International in Algeria works to promote the social inclusion of the most vulnerable people and to improve their living conditions by advancing their rights and ensuring their needs are considered. Assistance is provided on a case to case basis in line with the organisation’s modus operandi.

The Algerian Red Crescent (CRA) provides vulnerable migrants and asylum seekers with vitally needed relief items including blankets, clothing and mattresses, as well as food parcels and tents where and when needed. Community centers, NGOs, International Organizations, mosques and churches also hand out donations of clothing, essential items and food to the most vulnerable migrants, asylum seekers and refugees in Algeria during winter and festive season.

The National Agency for the Management of Microcredit (ANGEM) main mission is to alleviate poverty by providing microcredit to poor people. By actively promoting employment creation, ‘microcredit is used as an instrument to fight unemployment, alleviate poverty and social exclusion’ and gradually eliminate the informal economy. Microcredit services are mostly available to citizens of Algeria and Algerian returnees.

In Algeria, IOM provides assistance to children and unaccompanied minors on a case to case basis. Assistance ranges within the different fields of IOM’s migration-related activities: reception and integration in the country of destination; assisted voluntary return and reintegration in the country of origin or a third country; as well as family tracing and reunification. The Algerian Network for the Defense of Children (NADA Network) works to promote the rights of the child, by supporting protection and advocacy actions aimed at ensuring that it flourishes within the framework of the international convention on the rights of the child.

Country of Origin Return

Considerable numbers of migrants and refugees in Egypt wish to return home but lack the means to do so. Returning back to the country of origin represents a durable solution for many foreigners who cannot find the financial means to survive and/or don’t have a regular residence permit in Egypt, hence risking arrest and deportation in compliance with the national legal framework regulating immigration. Refugees and migrants may opt to return back when the situation in their country of origin has improved and they no longer face protection risks. In Egypt, resettlement services for refugees are mainly provided by UNHCR through resettlement programs run by different resettlement countries. Resettlement to a third country means that a person recognized as a refugee by UNHCR in Egypt gets legally resettled from Egypt to one of the resettlement countries because he/she has resettlement needs and fulfils the resettlement criteria.
